Прирост добавленной стоимости продукции отечественного производства как результат проведения правительством страны политики таможенного протекционизма. Предположим, что родственная готовая продукция отечественного и импортного производства стоит одинаково – Ј100. Цена на отечественную продукцию состоит на 50% из добавленной сто имости, создаваемой за счет использования внутренних факторов производства, и на 50% - за счет использования импортного сырья. Если вводится 10% таможенная пошлина на импортную гото вую продукцию, тогда ее цена повышается до Ј110. Однако если импортное сырье не облагалось налогом, тогда его цена будет попрежнему составлять Ј50. Это позволяет увеличить добавленную стоимость и цену отечественной готовой продукции на Ј10 при сохранении ее конкурентоспособности. Таким образом, эффективная тарифная ставка, защищающая отечественных производителей, со ставит 20% (отношение дополнительной добавленной стоимости в Ј10 к уже имеющейся добавленной стоимости в Ј50). Эффективная ставка оказывается выше номинальной, поскольку 10-процентная ставка фактически распространяется только на половину факторных затрат - на внутренние ресурсы.
